The Client:

Montgomery County, Maryland, in the United States has a long-standing commitment to improving road safety. The County first launched its automated traffic enforcement program in 1999 to reduce violations and discourage dangerous driving behavior. Since then, the program has become a key part of Montgomery County’s Vision Zero initiative, which aims to eliminate traffic-related fatalities and serious injuries. To further strengthen and scale this commitment, the County sought a new traffic safety partner that could provide advanced traffic safety technology combined with reliable and transparent long-term support for a scalable automated traffic safety program.

The Challenge:

Despite the traffic safety measures Montgomery County had already established, road safety remained a critical challenge. In 2024, the County, through its Vision Zero dashboard, reported 47 crash fatalities, exceeding the 2016–2021 annual average of 39 reported crash fatalities. These figures underlined the need for continued action. The county had also seen increases in crashes related to impairment, speeding, nighttime driving, and roadway departures (source).

The Solution:

With Traffic Safety as a Service from VITRONIC, Montgomery County gains access to a turnkey model for automated traffic safety enforcement. Instead of purchasing and operating hardware, software, and back-office infrastructure independently, the County can rely on VITRONIC to manage the full program chain — from roadside systems and installation to violation review, notice issuance, payment processing, and ongoing equipment service. Montgomery County retains oversight and policy control, while VITRONIC takes responsibility for day-to-day operations and technical performance.

The Implementation:

The implementation of the program started on November 1, 2025 and followed a phased rollout approach over a period of six months. During the rollout, 216 sites were equipped and activated across the county, covering applications such as speed enforcement with Poliscan Speed scanning LiDAR-based technology and red-light enforcement with Poliscan Red Light VA video-based systems.

These roadside systems are connected to VITRONIC’s software suite: Poliscan Connect and Central Monitoring for data transmission and remote monitoring, Poliscan Office Pro for back-office processing, and Billien for commercial back-office functions such as payments and court integration.

Throughout the process, data security and process integrity are key priorities. VITRONIC uses modern encryption and advanced cybersecurity measures when processing violation data, helping to protect sensitive information and ensure reliable, trustworthy workflows. At the same time, Montgomery County retains transparency and control through real-time access to business analytics tools and reporting, while outsourcing day-to-day operations and technical risk to VITRONIC as a specialized traffic safety operator. Together, this end-to-end value chain is designed to preserve evidence integrity from the initial roadside recording through notice issuance and adjudication.

The Impact:

Already during the program setup, initial performance data confirmed the strong foundation and early success of the project. The program achieved a system uptime of 99+% and reduced the average time from violation capture to final review by Montgomery County from 8–12 days to 1 day or less.

In addition, the number of processed cases increased by more than 100% in the first months of operation, proving that VITRONIC’s managed-service model and automated workflows can support Montgomery County with reliable and scalable traffic safety operations.

Next Steps:

Building on the existing program, Montgomery County is already expanding the contract to include additional traffic safety applications. This includes additional speed and red-light systems, as well as Poliscan Mobile Phone and Seatbelt Detection to address distracted driving and seatbelt violations. In addition, Poliscan VRU Detection will support pedestrian safety by detecting vehicles that fail to stop at crosswalks, helping the County extend its automated traffic safety program to further address high-risk traffic situations. The expansion also includes the Poliscan Enforcement Bar, based on the Whelen Freedom IV platform. This AI-enabled, video-based mobile ALPR solution supports advanced vehicle recognition and improves officer awareness in the field.

Conclusion:

The Montgomery County project shows how automated traffic enforcement can go beyond technology deployment and become a fully managed traffic safety program. The multi-year agreement between Montgomery County and VITRONIC demonstrates a long-term commitment to automated traffic safety and directly supports the County’s Vision Zero goals of reducing traffic fatalities and serious injuries.

By combining traffic safety systems, operational services, maintenance, violation processing, payments, and analytics, VITRONIC helps Montgomery County implement a road safety program with less operational burden and greater scalability.
